Street trading involves selling or offering articles in:
- the street, including forecourts, roads, footways and other areas next to street
- an open space where the public have access without payment, including private property that the public can access without payment
Street traders without a licence can be prosecuted. The fine is £5,000.
Make an enquiry first
We can decide whether trading can or cannot take place on our streets. In general, it's our policy to discourage street trading unless it is within well regulated and administered street markets.
We often refuse applications to trade outside these areas, so please do not invest in equipment or stock until you have made an enquiry with us first.

Please tell us the:
- nature of your business, for example, food or drink vendor, retailer, entertainment
- street name and location with a map showing the exact location
- days and times you would like to trade
We will then contact you to advise on your application, including licence fees.
Additional consent
If you intend to trade on land designated as a 'highway', you will also need permission from Surrey County Council.
You must also get permission from the land owner to trade on private land.
All food traders must be registered with our Environmental Health Officers.
Register a food business
If you would like to promote your products or services within the Victoria Place shopping centres and in specific areas of the town centre, you will need to apply for a promotional trading permit.
You must apply to Victoria Place and fees apply.
