Caravan sites – the fit and proper person register

Unless the site is exempt, a caravan site owner must:

  • be a fit and proper person to lawfully operate a park home site, or
  • have a fit and proper site manager in place

This is governed by the Mobile Homes (Requirement for Manager of Site to be Fit and Proper Person) (England) Regulations 2020 – legislation.gov.uk.

How to apply

Either the site owner or the appointed manager must apply. As a site owner, you should only apply if you hold or have applied for a caravan site licence.

DBS certificate

To apply you must have a basic Disclosure and Barring Service (DBS) certificate. The certificate must be:

  • less than 6 months old 
  • included with your application 
  • provided by an approved supplier

Fee

The application fee is £335.

Situations where you do not have to apply

You do not have to apply if the site is:

  • only occupied by members of the same family
  • not being run on a commercial basis
