A 24-hour residents' permit allows you to park for 24-hours, at any time, without any extra charges.
An off-peak permit allows you to park between 5pm to 9am on Mondays to Fridays, and all day on Saturdays, Sundays and bank holidays.

Permit access and how to park
Heathside Crescent and Victoria Place permits use automatic number plate recognition (ANPR) cameras. When entering and exiting these car parks:
- drive very slowly
- follow any signage and markings for instructions
- stop well in advance of the barrier – this allows our ANPR cameras to read your vehicle number plate
A permit does not guarantee a parking space will be available.
If you have an off-peak permit and you park during peak hours, you must make payment at the daily rate advertised charges until the off-peak timings apply.
When using your permit within the designated car park:
- parking is only permitted in the red, yellow and blue zones within the Victoria Place car park
- parking is permitted in any bay except those for disabled drivers and those shown as restricted for particular permit holders, persons or vehicles
- your vehicle must be parked wholly within bay markings
- you cannot park on any yellow line or hatchings or in any driving lane
- your vehicle must not be left so that it causes any obstruction
- failure to follow our conditions of use, or car park regulations, may make you liable to being issued with a penalty charge notice
- we reserve the right, at our sole discretion, to withdraw a permit at any time and immediately if there is any fraudulent or misuse of it
- permits are not transferable to any other person or vehicle, except for a courtesy car when your own vehicle is being repaired or serviced.
If you require help, you can contact our car park control room which is monitored by staff 24-hours a day. We will assist you with any car park issues as quickly and efficiently as possible. Physical or verbal abuse towards our staff will not be tolerated and will result in your permit being cancelled. By completing a permit application, you accept to waive your refund entitlement if your permit has been cancelled for this reason.
Permits are issued subject to our car park order(s) in force at the time. We reserve the right to change our order(s) during the period of your subscription.
Vehicles are parked at the owner’s or driver’s risk. We accept no liability for loss or damage to any vehicle or part thereof, nor will it accept liability for the death of or injury to any person(s) arising out of the use of the car park, save insofar as such death or injury is caused by the negligence of the Authority, its servants or agents.
Using a courtesy vehicle
If you need to use a courtesy vehicle, email us with proof of your vehicle repair or service and estimated date when the works will be completed.

Changing your vehicle details
You can update your vehicle details using your online account.
Log on to your ZATPermit account
A payment of £25 administration fee will normally apply. If you do not make the change prior to parking, you are required to make payment of the daily charge; no refund of any such charges will be made.

Cancelling your permit
If you move out of the area and no longer qualify as a resident, you must cancel the permit online.

Any refund for cancellation will be pro-rata the annual cost for the number of complete months remaining less the £25 administration fee.
